I have examined the accompanying Ordinance, entitled
"An Ordinance for enabling the Legislative Council and any Committee thereof to compel the attendance of witnesses and to administer Oaths"
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance confers on the Legislative Council of this Colony and on any Committee thereof all the powers possessed by the House of Commons with respect to enforcing and punishing for contempt the attendance of witnesses.
It also declares liable to the penalties of perjury any person ...
